When Theo Magath meets with Willy Tybur, the patriarch of the Tybur family, he discovers that their opinions about the state of Marley’s politics are in agreement. They collaborate as Willy plans a celebration for ambassadors from all around the globe to be hosted in the detention zone of Liberian. He intends to reveal there how he can end the Titan plague.
Falco Grice, who has been carrying messages for Mr. Kruger in the meantime, first defeats Gabi Braun in a race. She is unable to comprehend his admission that he is making such an effort because he cares about her. The festival is enjoyed by both Warriors and candidates on the first day, and before the evening’s stage show can start, Falco invites Reiner Braun to join him. Reiner identifies Mr. Kruger as being Eren Jaeger as he follows him to a basement where he is waiting.

A panting Falco Grice is encountered by Reiner Braun outside of town. Falco, the crippled soldier he had met while returning to Liberia, is sending a letter outside the detention zone for Mr. Kruger. When questioned where he is going, Falco claims he left something at the headquarters and is going to collect it.
Koslow informs Theo Magath that the entire Tybur family has arrived for a visit in the evening. Koslow observes that the Tyburs’ personal guards are not members of the Marleyan military as the two head to greet their visitors. Willy Tybur, the family’s current leader, welcomes them and introduces them to the other members of the family.
Willy secretly asks Magath whether he can identify which Tybur is now in possession of the War Hammer Titan. Magath claims he cannot and questions whether it even exists. Willy tells him that it is with amusement. He claims to have come to view the statue of Helos, the Marleyan hero who defeated the Devil of All Earth and rose to fame as a hero who rescued the world, and informs Magath that he did so.
Magath concurs with Willy when he praises the statue’s artistry and its position as a representation of the Marleyan spirit, but only because it is hollow within. Before questioning Magath about his plans to bring back Marley’s conscription system, Willy chuckles and refers to him as a severe critic. Magath believes that the typical Marleyan is too far removed from combat, which Titans or captured armies are engaged in while Marleyans simply hear about it in the news. Magath would inform whomever is in charge of Marley in the shadows that it is now too late.
Magath had implied that the Tybur family is presently in charge of Marley, and Willy confirms that this is the case. He asserts that Marley’s propensity for violence has always existed and that the Tyburs granted the country the authority and freedom to wage war as restitution. Willy admits that the Tyburs are to blame for the bad blood between Marley and Eldia, but he tells Magath that he plans to tell the whole world the truth during the forthcoming festival. He tells Magath to cooperate with him, insisting that he is not lying about having come to visit the monument since he feels that Marley needs a hero once more.
Reiner elaborates on the advantages and disadvantages of several invasion strategies during a military meeting, but the strategist in attendance is disappointed because Reiner lacks a clear strategy and decides it was not worthwhile to hear from an Eldian. The Warriors watch the candidates practise in the yard before leaving to reflect on the value of their leadership. The candidates rejoice as Falco passes Gabi Braun at the finish line of their race, but Colt doesn’t think his brother will be able to pass Gabi at this point.
As the contestants leave for the day, Gabi expresses her displeasure with Falco’s relentless pursuit of victory, pointing out that the Grice family would already be recognised as Honorary Marleyans after Colt inherits the Beast Titan, and asking why he is making such a big effort. Falco finally gives in and says, “I’m doing it for her,” which confuses Gabi since she doesn’t understand why he would get in her way if he is doing it for her.
Falco leaves in humiliation, and the other candidates go to the festival stage that is being built in the Liberio Internment Zone, where the Tybur family will make their war on Paradis announcement in front of foreign embassies. Udo doubts that everyone would get together to support Marley as readily as anticipated. Outside of Marley, prejudice towards Eldians is considerably higher because of his experience having come from an internment camp abroad. Gabi is nonetheless optimistic that holding the event here will contribute to greater global understanding of Eldians.
Willy notes that a significant amount of destruction is necessary as Magath delivers him a tiny book close to the stage. In another area of the dining room, Willy welcomes the ambassadors from Ogweno and Nambia as well as other former classmates. When the Marleyan ambassador addresses the group with a rough and clumsy speech, the chitchat comes to a stop. Willy kindly sends him away after delivering his own address to the diplomats. Willy declares that he would reveal his plan for resolving the situation tomorrow night after his theatrical performance, expressing his wish to free the globe from the Titan plague that has worried many nations.
The next morning, a commotion outside awakens Gabi.
